Susan Bowling
Sr. Advisor, State Gov. Relations

Susan serves as a senior vice president of state government relations for McGuireWoods Consulting in South Carolina. She possesses extensive knowledge and experience in health and human services, budgetary and legislative matters, having served as Deputy Director of Health Services and Acting Director of the SC Department of Health and Human Services and Director of the SC Children’s Foster Care Review Board.
Prior to joining McGuireWoods Consulting, Susan was a principal at Kerr & Company, Incorporated, a management consulting firm specializing in providing research and analysis, strategy development, and governmental communications for clients. In addition to over thirteen years of private sector experience, Susan dedicated almost thirty years to public service in the areas of child welfare and health and human services. While working in state government, Susan earned a Certified Public Manager credential from the SC Budget and Control Board and graduated from the SC Executive Institute.
Amber Barnes

Amber is a senior vice president of state government relations, assisting clients with traditional advocacy, lobbying and government relations services in matters before the South Carolina General Assembly and regulatory agencies.
She has experience working with clients across industry sectors, including education, financial services, healthcare and energy. She assists clients with a variety of issues and has particular depth in the areas of non-profit advocacy and state budget requests. In addition, Amber works with multiple trade and business associations, managing programs, events, communications, membership, among other services.


William D. Boan
Sr. Advisor, State Gov. Relations

Billy Boan is a senior advisor of state government relations in McGuireWoods Consulting’s South Carolina office. He possesses extensive knowledge and experience with the budgetary and legislative process, and has developed strong relationships with key lawmakers and staff members.
Prior to joining McGuireWoods Consulting, Billy served as chief operating officer of Hodges Consulting Group. He also possesses a long history of public sector service having spent 16 years as a member of the South Carolina House of Representatives, where he chaired the budget-writing Ways and Means Committee. He then joined the administration of Governor Jim Hodges as Budget and Legislative Director and later as his Chief of Staff for three and a half years. He served as interim commerce secretary for the State of SC as executive director of the Lancaster County Economic Development Corporation.
